Gov. Gavin Newsom signed a bill to put a $7.5 billion science and health research bond before California voters. If approved, it could support UCSF researchers whose work has lost favor with federal funders, but the measure will not reach the ballot until the March 2028 primary.
Newsom signed Senate Bill 895 atop the Golden Gate Bridge. The University of California-backed measure missed the June deadline for this November’s ballot. Authored by Sen. Scott Wiener, it would create a California foundation to fund research at universities, medical centers, research institutes and private companies.
The proposal shrank from $23 billion when Wiener introduced it in January to $7.5 billion in August. It reserves $1 billion for research facilities, including $250 million for the UC system. UCSF research vice chancellor Dr. Hal Collard said the university receives about $900 million a year from the National Institutes of Health alone, indicating the bond could not replace its federal funding.
