The US government has moved to exclude major technology companies, including Microsoft, from a program that lets employers sponsor skilled foreign workers for green cards. The move could affect thousands of workers, including some who have waited years for applications to advance.
Vice President JD Vance said the action was aimed at companies he accused of hiring lower-paid foreign workers at the expense of US employees. At a White House news conference, he also alleged that some workers were mistreated by their employers.
The move concerns the Permanent Labour Certification program, or PERM. Employers seeking certification must show that too few US workers are available for a job and that hiring a foreign worker will not harm US wages or working conditions. For many skilled workers who first arrive on temporary visas such as the H-1B, PERM is a step toward permanent residency.
