The Trump administration has suspended Microsoft, Adobe and other tech companies from the Permanent Labor Certification program, Vice President JD Vance announced Thursday.
Known as PERM, the program provides the Labor Department certification employers generally need before sponsoring a foreign worker for an employment-based green card. It is not a visa. The suspension also covers Tata Consultancy Services, Infosys, Wipro, HCLTech, Cognizant and Capgemini, six major IT services companies with ties to India’s tech sector.
Vance accused some companies of using foreign workers to undercut American workers and singled out Microsoft. The company disputed his allegations, saying that most of its H-1B filings last fiscal year involved employees already on its staff: roughly 80% of about 6,000 applications were for extensions or changes of status, not new hires.
The move has revived a debate over whether tighter skilled-immigration rules protect U.S. workers or harm businesses that rely on foreign talent.
