The Trump administration has suspended Microsoft, Adobe and six IT services companies from the Permanent Labor Certification program, Vice President JD Vance announced Thursday.
Known as PERM, the program is not a visa. It provides the Labor Department certification that employers generally need before sponsoring foreign workers for employment-based green cards. The other companies affected are Tata Consultancy Services, Infosys, Wipro, HCLTech, Cognizant and Capgemini, all with substantial ties to India’s tech sector.
Vance accused some companies of using the system to undercut American workers and singled out Microsoft. Microsoft disputed his allegations, saying most of its roughly 6,000 H-1B applications in the last fiscal year sought extensions or status changes for existing employees, not new hires.
The move has renewed debate over whether tighter skilled-immigration rules protect U.S. workers or harm American businesses. It concerns a step in the green-card sponsorship process, not a suspension of H-1B visas.
